To accept or not to accept, that is a question

To accept or not to accept a Mont Blanc pen?
That is a question for Mayor of Tainan Hsu Tain-tsair, whose anti-corruption office chief said yesterday that Mont Blanc is worth only NT$50,000.

When that question was raised at the city hall Tuesday, Hsieh Lung-chieh, a Kuomintang councilman, insisted that the diamente pen, given the mayor by a brother of Ms. Sophie Wang, costs at least NT$1 million.

Sophie has been a familiar face in Taiwan politics.

She was first involved in a love affair in 1999 of John Chang, the then presidential secretary-general. She then had an affair herself with Cheng Yu-cheng, a lawmaker who had to quit the ruling Democratic Progressive Party following his recent extramarital activity.

Wang Pao-ching, Sophie's elder brother, presented the Mont Blanc to Hsu, the mayor elect of Tainan, at the end of 2001.

Hsu kept it until three weeks ago when he turned the pen over to Yang Cheng-hsien, anti-corruption chief at the Tainan city government.

Yang said the mayor wanted the pen to be returned to Wang.

"We have no way to contact Wang," Yang said. Wang is staying in China.

If it could not be returned, Yang said, the pen would be auctioned off, with the proceed going to the city government coffers. The Mont Blanc pen has a serial number of 3991.

A Mont Blanc agent in Taiwan could not confirm the sale of the pen to Sophie's brother. "We haven't sold that pen," the agent said.

The pen might have been purchased abroad.

"Its worth was assessed by jewelry experts in Tainan," Yang said. "They said it costs NT$50,000 at most," he added.

Unlike in the United States, there is no law in Taiwan against a public office holder accepting expensive gifts. American government officials have to report if they accept a gift worth more than US$35, or NT$1,330.

In that sense, the mayor of Tainan has not done anything wrong, even if he kept the NT$50,000 pen for 22 months without telling anybody he had it.

That is why Hsu did not answer the question of whether to accept or not himself and let his underling respond in proxy.
