Crisis centres for sex crimes to get teeth

New Delhi, November 13: THE Delhi Police has decided to strengthen its crisis intervention centres, set up in December 2002 in each of the nine districts. These centres are run jointly by NGOs and the police and help victims of sex crimes to deal with the medico-legal hassles.

In a meeting held between the Commissioner of Police, senior Delhi Police officials and members of various NGOs like Prayas, Sanchetan, Prayatan, Snehi, Pratidhi, Umeed, Nari Raksha Samiti, Centre for Social Research and Centre for the Victim of Torture, a need was expressed to involve doctors, prosecutors, social workers as well as courts in the effort.

From the NGOs’ side, it was felt that more cooperation and coordination was the need of the hour. One of the major difficulties faced by the NGOs was the scarcity of funds and they found it almost impossible to function under such circumstances.

The NGOs stressed that if better cooperation could exist between doctors and prosecutors, not only would the victim receive better medical attention, more cases would result in conviction.

Top police officials agreed with the point of view of the NGOs and suggested that one of the ways of better coordination was frequent interactions at various levels in the police with other organisations involved in the crisis centres.

Police claimed to have solved a murder in Narela area with the arrest of two persons, Babu Lal and Rajbala Kaushik. The accused are allegedly involved with each other in an extra marital affair and are suspected to have murdered Rajbir (40) when he questioned Rajbala’s morality.

Rajbir’s body was found in the fields in Sannoth village in Narela on November 4. There was a ligature mark around the neck and an empty bottle of liquor was found next to the body.

‘‘Rajbala needed money for her daughter Geeta. On November 3, she went to Lal and from there they went to meet Rajbir at the fields. Three of them then consumed alcohol,’’ police said.

Rajbir questioned Rajbala on her moral values. This enraged her and she instigated Lal. Both then attacked Rajbir and killed him, police said.
